Project Management: Over twenty years
experience performing project management, schedule development, risk
analysis, and earned value management duties during the development phases of
a variety of defense and NASA space, weapons, information technology (IT)
programs, or oil and gas industry construction projects. Presently
supporting an oil and gas industry construction project in Northern
Alberta. Previous assignments include the US Army Unmanned Aircraft
Systems PMO, the NASA Next Generation Launch Technologies program, National
Missile Defense SETAC and Lead System Integrator programs, Defense Integrated
Human Resources System, (DIMHRS) Joint Computer Aided Logistic System (JCALS)
Workflow Manager, International Space Station, and lead scheduler duties on
command and control systems, land combat missile system equipment, and guided
munitions. Built and implemented schedule networks using project management
software ranging from PC products such as Microsoft Project for Windows,
Microframe Project Manager, Open Plan, Primavera, and Artemis 7000 up through
minicomputer-based, programmable software. Integrated groups of networks to
support resource leveling, to support quantitative schedule risk analyses,
and to provide program-wide management visibility. Provided instruction
in project management. Participated in the initial development of
Teledyne Brown’s SCRAM risk analysis software for use with Microsoft Project
for Windows, and used the prototype version to perform risk analyses for
client companies. Interfaced project management and scheduling data
between Artemis and other midrange project management software, and also with
a variety of spreadsheet and database management packages. Wrote and
reviewed investment management documentation such as the Cost Analysis
Requirements Description (CARD), and participated in economic analysis
planning and life cycle cost estimating activities for IT systems impacted by
the Clinger-Cohen Act and IITRA.
Systems Development Consultant and Manager: Nine
years of parallel experience as System Administrator/ Engineer/Coordinator on
shared VAX and Hewlett-Packard minicomputers and for networks of PCs,
Macintoshes, and workstations, and as a project management consultant for
major systems development efforts. Developed documentation such as
CARD, CBA, AOA and other investment management documentation.
Logistics Management: Over ten years
experience in missile materiel management and supply/logistics management as
a commissioned officer in the US Army Ordnance Corps, as a Logistics Training
Instructor in civil service, and as a logistics engineer on joint service
compartmented munitions programs for combat aviation and land combat
platforms. Over three years of command experience, including a 40-man
missile maintenance detachment supporting land combat and air defense missile
systems at Fort Knox, Kentucky and in a five state support area.
Commanded a 285-man collection, reclamation and evacuation company supporting
the entire US V Corps in Germany. Pioneered an innovative approach to
retrograding unserviceable, reparable materiel that remains in use
today. Served as maintenance controller for a general support
maintenance battalion supporting a dam construction project, and as
Maintenance Operations Officer of a company supporting an armored training
brigade. Served as administrative officer for the Army's largest line
maintenance battalion, managing 1450 soldiers organized into six
companies. Member of the Missile Panel at the 1985 Logistics System
Program Review. Represented the Missile School as a briefer for two
worldwide Logistics Instructor Conferences at Fort Lee, Virginia.
Technical Training and Training Management:
Instructor in earned value and project controls, Microsoft Windows, Windows
applications, and Artemis Schedule Publisher software for a Microsoft
solution provider. Missile Branch Chief and Assistant Division Chief:
supervised 15 instructors providing missile and logistics training to
commissioned, warrant and non-commissioned officers.
Coordinator/principal instructor for a 230-hour wholesale logistics course
for Army officers in the missile or munitions specialty. Course
included management information systems, R&D, procurement, inventory
management, maintenance management, and financial management at Department of
Defense level and below. Managed and conducted training in advanced soldier
skills and technical tasks related to missile and mechanical maintenance.
